Mongolia has an extremely rich culture, full of skilled and creative people. Mongolia 's talented artists, performers, and writers produce work as unique to Mongolia as Mongolia 's cultural heritage is to the world.
The transition to democracy in 1990 brought new problems and new challenges for society. Artists and art institutions lack funds and infrastructure for their projects and activities. In addition, the drastic reduction in government support for the arts combined with the lack of tax incentives that encourage private donations to the arts creates a major deficit in Mongolia's cultural development and the preservation of the nation's cultural heritage.
In 2002, business, civic and arts leaders in Mongolia formed the Arts Council of Mongolia with generous support and initial funding by the Mongolian Foundation for Open Society (Soros Foundation).
The ACM's main objectives are:
- to support Mongolian arts institutions and individual artists,
- to promote international interest and awareness of Mongolian arts
- to enhance skills of Mongolian arts administrators and artists and

to advocate for cooperation between the private and public sectors on arts issues.
One major way the Arts Council does this is through its Artist Development Program. In addition, we hold an annual International Art Forum; keep the public connected through a number of media outlets; support the Mongolian University of Arts and Culture in its development of an Arts Management program; and organize numerous annual and ongoing arts events to engage the public and raise funds for arts and culture.
