Public hearing on the new draft law of culture
Upon the request of the Arts and Culture Department of the Ministry of Education and Culture and Science The ACM has served in the working group of amendments to the Law on Culture.
In January, 2007 the ACM organized the first public hearing on the new draft law on culture, in collaboration with the Ministry of Education, Culture and Science. The hearing was attended by the executives and staff of the Ministry of Education Culture and Science, and representatives of public and civil society institutions and arts and culture organizations.
The main issue discussed at the meeting was the amendments to the law on culture adopted in 1996. The law formulates generally definitions of culture, cultural organizations and their cultural workers. It also regulates the inter-institutional relations of cultural organization and activities. During the meeting, several significant suggestions were discussed as well as to change the concept on state, public and private partnership into formulation of the role and importance of arts and culture in the social development. There were also comments and reviews regarding the law’s consistence with other laws on education, taxation and social welfare etc. The attendants exchanged opinions on necessary amendments to the law, issues to be clarified in certain provisions, regulations and categorizations that are needed to add to the current Law on Culture.
