International and National Forums, Conferences and Meetings

Through conducting surveys, international conferences, training workshops and public discussions, the Advocacy Program fosters communication and cooperation between the state, private and public sectors on policies and laws that support arts practice and cultural heritage in Mongolia.

Since its beginning in 2003, significant projects undertaken by ACM’s Advocacy Program include large-scale international forums on Arts and Culture Policy and Financing and Cultural Tourism. Policy surveys about Social Sector Privatization and Cultural Tourism were also conducted, and the resultant recommendations have been submitted to policy makers. ACM has been actively involved in working groups addressing law on non-profit organizations, tax law and law on culture, and has organized several public discussions dealing with these issues.

2008

American Mongolian Poetry Evening
Within the ACM Creative series initiative, the ACM organized ‘American Mongolian Poetry Evening’ in May, 2008 in partnership with the US Embassy and the Academy of Poetry and Culture. The event was aimed to introduce American and Mongolian poetry to the audience and to provide platform for exchanging knowledge and experience between poets and readers of two countries. Over 80 poets, writers, translators, readers, translators and publishers were involved in the event.

2005

Working groups
In 2005, ACM represented part of the working group on “Tax law amendment for charitable donation to civil society organizations and NGOs” and will be promoting “1% Law from Individual Income Tax to support civil society organizations”.

In 2004, the Arts Forum provided recommendations to NGO law working group established by the Ministry of Justice and Open Society Forum on possible implementation of the “Law on 1% philanthropy”. This law to support civil society was successfully implemented in Hungary, Slovakia and Romania and the working group suggested it be provided in Mongolia.  Also, Arts Forum provided recommendations to the Open Society Forum funded case study on social sector privatization and assisted in organizing public discussions on the results of the study.

Public discussion on Law on NGO
The Arts Forum, formed as a result of the First International Conference on Cultural Policy and Financing in 2003, conducted public discussion among over 40 arts and cultural sector institutions on the draft of the new NGO law in collaboration with Open Society Forum. The “Non-profit Institutions” discussion meeting, held on February 7, 2005, was aimed to acquaint arts and cultural institutions with the new draft law and to reflect their ideas and concerns. This discussion will be held among each sectors and will be discussed and approved in the spring season of Parliament of Mongolia.

TV Forum
ACM Policy program co-organized the TV-Forum “Competitiveness in Tourism Sector “What we can see in Mongolia” in cooperation with Open Society Forum. The TV Forum, involving over 40 representatives of cultural and tourism sector, was broadcasted on March 16, 2005 and discussed about the challenges and possible ways to support the partnership of tourism and arts and culture and develop tourism in Mongolia.  

Public discussions on “Law on Charitable donations for cultural organizations or purposes”
The Ministry of Science, Education and Culture requested ACM to draft new law “Law on Charitable donations for cultural organizations or purposes”. Thus, ACM conducted series of discussions among related organizations and experts of the field in order to reflect their ideas and concerns in the new draft law.

2004

“Building Cultural Tourism Partnerships in Central and South East Asia and Mongolia”
3Building partnership in cultural tourism was one of the major priorities of the ACM policy program and we were part of the development process of a Mongolian Tourism Information Center facilitated by the Economic Policy Reform and Competitiveness project USAID.  ACM initiated and funded a survey on “Cultural Tourism in Mongolia” and the results were distributed during the International Conference on “Building Cultural Tourism Partnerships in Central and South East Asia and Mongolia” organized by ACM with collaboration of Ministry Road, Transportation and Tourism and Mongolian Tourism Association in October  21-22, 2004... more

International Conference on Cultural Policy and Financing
2In June 2003, ACM held the First International Conference on Cultural Policy and Financing in Ulaanbaatar.
