International cooperation and partnerships

During the past years, ACM’s international partnerships have increased in Asia. Also, ACM has been working on establishing and expanding its international partnerships with different arts and culture organizations in the fields of cultural policy, arts education and cultural heritage in South Korea, Sweden, Macau, China, Canada, India, USA and France.

2008

The 6th Asian Chapter Meeting of IFACCA - Seoul, Korea
In 2008, ACM has continued to develop strong international partnerships, particularly across Asia. The ACM staff and the Ministry representatives attended the 6th Asian Chapter Meeting of IFACCA held in Seoul, Korea in July, 2008, which aims to build inter and intra-regional networks between IFACCA member and affiliate countries in Asia. A profile on arts and culture sector of Mongolia and the ACM efforts in arts advocacy was included in the ‘Asia Arts Network’, a Korean arts journal.

The Arts Council of Korea (ARKO), METAA & MIZY Center- Seoul, Korea
In November 2008 the ACM delegation paid its second visit to the Arts Council of Korea (ARKO) and discussed the results of the “Nomadic Arts Residency” project, which was implemented in 2008 with the support of the ARKO. The ACM delegation of N.Jantsannorov, ACM Chair, B.Enkhbat, Board member, N.Gankhuyag, Committee member, Ts. Ariunaa, Executive director and  O. Odgerel, Arts Education Program Director  spent a week meeting with partner organizations in Korea, including ARKO, METAA, MIZY Arts Center and major arts institutions and discussed on further collaboration in the future.

Swedish Insitute- Sweden
The ACM representatives paid a visit to Swedish Institute in May, 2008, in order to get acquainted with the activities of Swedish arts and culture institutions and to discuss on future collaboration.

Williamstown Arts Conservation Center - USA
Following the visit of Williamstown Arts Conservation Center (WACC to Mongolia last year, the representatives from the ACM, the Ministry of Education, Culture and Science and Mongolian Heritage Center visited the WACC in the USA and signed on the Memorandum of Understanding for a partnership and future collaboration, in April, 2008.

The Cultural Stakeholders Meeting Asia - India
The ACM representative took part in the The Cultural Stakeholders Meeting Asia named Culture and Civil Society Development in Asia-Connecting Divergent Asian Contexts during 14-16 December 2008 In Bangalore, India. The meeting participants held discussion on identifying actual critical issues/circumstances for the development of the contemporary artistic creativity and cultural industries, especially those that Central and South (East) Asia have in common in consideration with the burdens from the past, including colonial, communist; and threats from the present such as globalisation and commercialization.

In 2007, the Advocacy Program carried out activities aimed at advocating for a legal environment that supports the flourishing of arts and culture, and at developing strong international partnerships.

he Arts Council of Korea (ARKO) - Seoul, Korea
Following on from ACM’s visit to the Arts Council of Korea (ARKO) in 2006, ACM hosted 5 delegates from ARKO in July, 2007. The ARKO representatives spent four days learning about ACM and Mongolian arts and culture. As a result of the visit, ARKO and ACM signed a Memorandum of Understanding which resulted the implementation of the Nomadic Arts Residency project in September, 2008.

The ACM hosted the IFACCA Asian Chapter Meeting in Ulaanbaatar

IfaccaThe ACM hosted the Asian Chapter meeting of the International Federation of Arts Councils and Culture Agencies (IFACCA) in collaboration with the Ministry of Education Culture & Science during July 28 and August 1, 2007. The ACM hosted 17 delegates from all over Asia and Australia for the IFACCA and the meeting an important international event, during which the participants discussed issues, challenges and opportunities of policy-making and funding throughout the region.

The Asian Chapter is part of the International Federation of Arts Councils and Culture Agencies held every 12 or 18 months. The IFACCA Asian Chapter Constitution was adopted on 17 June 2006 at the 4th IFACCA Asian Chapter meeting held in Gateshead, Newcastle. The ARKO visit |
ARKO visitIn November, 2006, the representatives of the ACM paid visit to Korea on the invitation of the Arts Council Korea /ARKO/. The main purpose of this visit was to establish a long-term partnership between ACM and the Arts Council of Korea, to explore Korean arts and culture and to promote friendship and cultural and arts exchange between the two countries.
During July 11-14, 2007 the ACM hosted the delegates of ARKO to explore Mongolian arts and culture, learn about the activities of the ACM and discuss future possible cooperative projects. As a result of the visit, the ARKO and ACM signed on the Memorandum of Understanding, agreed to collaborate on a Nomadic Arts Residency project and are going to continue identifying further possibilities of collaboration.

METAA visit to ACM
On the invitation of the ACM two Korean experts - Mr. Kang Joon Hyuk, President of METAA Co., Ltd and Mr. Choi Do-in, Consulting Manager of METAA Co., Ltd visited Mongolia during October 8-15, 2006.

METAA Co., Ltd is a Korean business company which provides a consultancy services on strategic management, development of cultural spaces, management of historic renovations and technical consultation, cultural contents plan & research and etc.

The main goal of the visit of Korean experts was to give lectures about the Korean cultural policy to Mongolian audience and explore the Mongolian arts and culture. More than 30 students and teachers of Mongolian University of Culture and Arts and 20 arts administrators and arts managers of major arts and culture organizations and policy makers attended the lectures on “Nomadic spirit and culture” by Mr. Kang and “Cultural policy evolution in South Korea and its implication” by Mr. Choi. Also during the visit the two experts had meetings with officials from the Ministry of Education, Culture and Science and Arts and Culture Department of Ulaanbaatar city Mayor’s Office. 

“Artists in Multifaceted Practice”
The ACM organized an “Artists in Multifaceted Practice” workshop in September conducted by Davide Quadrio, Italian art historian from “Biz Art” Center in Shanghai and Jay Koh and Chu Yuan, art historians from Singapore and Malaysia. This workshop introduced ideas about the multifaceted activities of artists and art historians and their social role in the development of contemporary art. As a result of this workshop the “Contemporary Art Information Resource Center” will be established and hosted at the “Blue Sun” contemporary art center with the support of ACM and Jay Koh and Chu Yuan.

In 2005, the Advocacy program continued ACM has been working on establishing and expanding its international partnerships in the fields of cultural policy, arts education and cultural heritage and largely focused on functioning as a platform for individuals and organizations to voice their concerns about relevant issues within the arts and cultural sector of Mongolia.

“Building Cultural Tourism Partnerships in Central and South East Asia and Mongolia”
Building partnership in cultural tourism was one of the major priorities of the ACM policy program and we were part of the development process of a Mongolian Tourism Information Center facilitated by the Economic Policy Reform and Competitiveness project USAID. ..more

International Conference on Cultural Policy and Financing
In June 2003, ACM held the First International Conference on Cultural Policy and Financing in Ulaanbaatar.
